Public Consultation on inclusion of 10 new substances on REACH Candidate List

Among the proposed SVHCs, four of them, UV-320, UV-327, UV-328 and UV-350, are ultraviolet light stabilisers for transparent plastic materials as well as in coatings. They are proposed as SVHCs because they are very persistent and very bioaccumlative (vPvB). In addition for UV-320 and UV-328, it is the first time substances are proposed based on their specific target organ toxicity after repeated exposure.
The list of potential SVHCs and their properties are shown in Table A. All of these substances may be found in consumer products. Cadmium and cadmium oxide are usually used in pigment, batteries and plastics. Pentadecafluorooctanoic acid (PFOA) and ammonium pentadecafluorooctanoate (APFO) may be present as residues from manufacturing processes in textile coating, electroplated goods and paper.
The Member State Committee will take into consideration comments received from this consultation when seeking agreement on the identification of the proposed substances as SVHCs. According to the usual timeline, the Candidate List can be expected to be updated in June 2013 and it will be published in the ECHA’s website.
